WWF-Cambodia has an exciting opportunity for the right group/ person interested in being part of a team conserving biodiversity in Cambodia. We are seeking one qualified consultant to fill the position of PROGRAMME MID-TERM REVIEW (MTR) based in Phnom Penh.
Expected Deliverable:
is expected to be carried out 28 working days (15 July - 15 August 2019) that include Desk Reviews, In-depth Interviews, Focus Group Discussion, Observations and Report Writing with presentation.
  Service Objectives:
  1. Review the overall programme management and institutional set up of the PAFF consortium by looking at the synergy achieved as a result of working as a consortium, value added or comparative advantages of each consortium member, and its complement or coordination with other similar projects in fisheries and forestry such as the project funded by the EU, USAID, etc.
  2. Focus Outcome 2: Assessment of the livelihood and value chain support to 35 CBE groups.
  3. Focus Outcome 3: Assessment of the consortium policy dialogue on the six legislations/ policies/laws and the establishment and support of the 16 provincial NRM platforms.
  4. Review the social/safeguard policies of each consortium partner.
The mid-term review shall provide recommendations on modifications for the overall programme management of the on-going phase 2 and phase 3 programme’s design. The MTR shall provide specific set of recommendations for the programme implementation of Outcome 2 and Outcome 3 for enhancing the programme delivery (including the mainstream Gender and Disaster Risk Reduction (DRR)) and sound Value Chain sustainability approaches.
Required Expertise and Qualification:
 The consultant team shall have one international consultant as a team leader and one or team of national consultant.
**Has proven experiences in project design, review and evaluation (large and complex programme/project) which has also included the followings:
  • At least 10 years in conducting external evaluations with mixed methods evaluation skills and having flexibility in using participatory evaluation methods.
  • Academic and or professional background/extensive experiences in forestry and fisheries sectors, especially with natural resource governance, livelihood development and value chain with relevant to practical sustainable development.
  • In-depth knowledge of Cambodia context (culture, institutions, society and natural resource management including land governance).
  • Extensive experience in facilitating strategic multi-stakeholder discussions and consensus building.
  • Strong ability to inter-relate with different stakeholders in Cambodia, both state and non-state officials including government officials, development agencies and civil society organizations, and private sector.
  • Demonstrate practice in managing work settings with attention to gender sensitivity and equity.
  • Experience in collecting and analyzing quantitative and qualitative data.
  • Demonstrate strong commitment to delivering timely and high-quality results, i.e. credible evaluation and its report that can be used.
  • Good communication skills and ability to communicate with various stakeholders and to express concisely and clearly ideas and concepts.
  • Very good English communication in both speaking and writing. 
  • Demonstrate strong strategic and analytical skills.
** has had the Gender lenses with various development projects including the Natural Resource Management and livelihood improvement, which has also included the followings:
  • At least 5 years’ experience in conducting external evaluation with mix methods
  • In-depth knowledge of Gender Equality in economic development and in NRM sector in Cambodia context through academic and/or professional background.
  • Ability to inter-relate with different stakeholders by using participatory and community engagement approaches.
  • Proficiency in English writing and communication skills.
  • Ability to act as translator for international consultant and logistic arrangement.
