Position title: Project Geographic Information System (GIS) Officer
Directly reports to: Spatial Planning Technical Coordinator, WWF-Cambodia
Validity: One year (renewable)
Location: Senmonorom, Mondulkiri Province
WWF-Greater Mekong – on the ground in Cambodia, Laos, Myanmar, Thailand and Vietnam – is working to conserve the region’s biodiversity and build a secure and sustainable future for people and wildlife. WWF’s mission in Cambodia is to ensure that there will be strong participation and support from all people to conserve the country’s rich biological diversity. The WWF-Cambodia Conservation Program that started more than 10 years ago is implemented in 2 landscapes – Eastern Plains Landscape (EPL) and Mekong Flooded Forest (MFF) Landscape and built over the following 4 pillars of interventions: (1) Securing Landscape Integrity sustaining conservation and livelihood development, (2) Freshwater and Sustainable Hydropower, (3) Protected Area Management and Conservation Research and (4) Sustainable Financing – Green Economy.
Provincial spatial planning process officially launched by the Provincial Government, aiming at promoting a green economy pathway for the province through an ecosystem-services centered, participatory and coordinated planning process.
  1. Major Function
The position of the Project GIS Officer contributes to the achievement of development of Provincial Spatial Planning. The responsibilities of the Project GIS Officer are:
  • Maintain GIS database for Spatial Planning unit of Mondulkiri Province and provide GIS trainings to the staffs of Mondulkiri province involved in spatial planning activities.
  • Assist WWF Spatial Planning Technical Coordinator to enable his counterparts from the Mondulkiri Provincial Spatial Planning Team to design a Provincial Spatial Planning through participatory methods and procedures.
  1. Major Responsibilities
A_- Technical GIS support
  • Assist the WWF Spatial Planning Technical Coordinator to prepare and propose measures with counterparts to define concepts, approaches and tools for spatial planning
  • Contribute to establish and regularly review on-the job training program with counterparts
  • Together with WWF Spatial Planning Technical Coordinator and with concerned counterparts, prepare all relevant maps for the technical report of Spatial Planning in Mondulkiri
  • Assisting the core working groups and the WWF Spatial Planning Technical Coordinator to prepare and provide presentations of the spatial plans to visitors and in seminars-workshops in Cambodia
  • Participate in field work including data collection by special surveys or by sourcing from other organizations
  • Conduct and assist the acquisition, processing, analysis, management and dissemination of geographic data relevant with the Provincial Spatial Planning policy and framework.
  • Conceive and implement a filing system for all digital information related to Spatial Planning activities
  • Initiate, organize and conduct trainings related to mapping, the use of  ArcGIS/Q-GIS or other mapping related program for Mondulkiri Provincial Spatial Planning Team and other stakeholders.
B - General coordination and administrative support
  • Assist Spatial Planning Technical Coordinator in daily field and office work
  • Assist in liaising with involved local authorities
  • Support in the organization of training, meeting, workshops, seminars, and other events on subjects that are related to the project’s activities as requested
  • Perform administration task on demand of the Spatial Planning Technical Coordinator
  • Provide interpretation and translation services whenever needed or requested
  • Do other task upon the leader’s necessity
C - Monitoring and Evaluation, Reporting
  • Assist the Mondulkiri Provincial Spatial Planning Team in fulfilling their M&E tasks
  • Assist WWF-Spatial Planning Technical Coordinator in preparing technical monthly, quarterly, semester and annual reports
  • Assist in documenting experience and lesson learnt
  1. Working Relationships

  • WWF GMPO: Work closely with EPL Programme staff (Community and Research team), Conservation Programme Manager, Landscape Manager, and Technical Advisors at regional level,
  • WWF Network: Relevant WWF offices, WWF International, relevant Network Initiative teams
  1. External  
  • Interact with donors, Government, partners, communities, consultants, other NGOs active in Cambodia (eg WCS, FFI, Birdlife, Conservation International)
  1. Position Requirements
  1. Education and Qualification
  • BSc. in land management and land administration, natural resources management, environmental or another relevant degree.
  1. Preferred Knowledge
  • Knowledge of conservation and spatial planning issues in the Greater Mekong Region, and in Cambodia is an advantage
  • Training of trainer for GIS/QGIS
  • Knowledge on data collection activities
  • Presentation and communications

  • Networking and interpersonal
  • Proficiency in MS Office
  • Working well with and contributing effectively to a multicultural team
  • Working independently in remote areas and spending periods of time in the field
  • Working on own initiative with minimum supervision and staying on task
  • Report writing in Khmer and English
  1. Experience
  • Several years of work experiences in the required field
  • Few years of work experiences on Provincial Spatial Planning/Land Use Planning   
  • Good knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer application (eg. MS Office, Access or other database programme), robust GIS expert.
  • Skills in management, facilitation and communication
  • Commitment and willingness to team work
  • English proficiency in writing, speaking and reading
